How to disable next experience UI for group of users means by Assignment Group.

Need to enable Next Experience for all the user, but the user will be in OLD UI.
and have option to switch in between.
for Switch option i found the system property but for after enable Next UI still user have Old UI as there UI and if they what to switch they can switch.

Client is not ready to roll this out at once, According to him this will create noise.
They need a soft roll out, with group of users first.

The alternative can be, get a PDI and create these users account and ask them to play around. or may be in dev instance enable it and give dev access to limited users.
But before doing all this, create a deck with benefits of Next Experience, , show users what changes are coming and give them a playground.
is that property not working?
