On Ebook error showing "Copy" limit reached but have not taken any copy

Unable to take "Copy" on the Ebook administrator not sure why? it always shows copy limit reached why?

It is expected, ebook copy , down load , sharing is not possible or restricted

You don't have options to copy content from ebook. Servicenow disabled the features after set of limit.
