which dashboard? Platform analytics dashboard or legacy dashboard?
Are you referring to HR Agent Workspace where dashboards are there?

Technically, the user must have HR-specific roles, such as HR Agent or HR Manager.

It depends on which reports and dashboards you are referring to.
Along with dashboard permissions user need to qualify report_view ACLs also if any.
