Hi Team, what role should a user need to have to view reports on dashboard in HRSD?

which dashboard? Platform analytics dashboard or legacy dashboard?

Are you referring to HR Agent Workspace where dashboards are there?

Technically, the user must have HR-specific roles, such as HR Agent or HR Manager.

Employee Center Dashboards-  hr_employee_service_center ,  report_view 
HR Agent Dashboards- hr_agent_workspace ,  report_view

It depends on which reports and dashboards you are referring to.

Along with dashboard permissions user need to qualify report_view ACLs also if any.
