Upgrade Plan: "Did not find any skips or app lifecycle changes" error

We're attempting to use Upgrade Plans for an upgrade from Yokohama to Zurich, but keep getting an error when trying to build the plan.
- We cloned prod into a sub-prod (sandbox) instance.
- Upgraded it to Zurich.
- Set it as the Builder instance.
- Resolved several post-upgrade Skipped records (reverting them to out of the box) from the most recent upgrade.
- Confirmed that the revert changes we've made exist on the sys_update_xml table, and display as having been Reviewed and reverted in the Skipped Records list.
- Did not update any plugins or store apps yet.
- Attempted to Build Plan, but get a "Did not find any skips or app lifecycle changes" error.
Any thoughts on why we're not able to build an Upgrade Plan or specifically what would cause this error?
