What kind of tools do you use for licensing for optimization? Any use cases will be helpful.

I'm not sure if there's a tool properly used for this. ServiceNow provides a subscription management model that shows how you licenses are used (Subscription Overview) https://docs.servicenow.com/bundle/sandiego-servicenow-platform/page/administer/subscription-managem... here you will find dashboards and reports related to this.
Apart from this, you can optimize the use of your licenses doing an active following over it, regularly you can check how many licenses are used/needed and then, based on a roadmap (plan of growth) you can reassign/unassign whatever needed, you can use reports/dashboard for this but somehow part of this will be done manually.
