Account Recovery Setup Issues- Steps 2 &3 missing

Hi All, 
Has anyone experienced missing steps 2 and 3 in the Account Recover setup ( All > Account Recovery > Properties)?  I have enabled the correct plugin and properties but all the steps in the setup are not visible. Below is a list of what I've completed:

com.snc.integration.sso.multi.installer plugin already installed
glide.sso.acr.enabled changed to true
glide.authenticate.multisso.enabled property already set to true

glide.sso.acr.debug.log.enabled changed to true

 

Also, can I get feedback and help to ensure I understand cause and effect of setting up account recovery and how to be compliant with it during a healthscan?
