Advise on Separation Service Catalogue Policy/ Process Document From that of Request Management

For an organization with over 500 service offerings, The organization uses ServiceNow. Do you recommend that the Service Catalogue policy and process document be separated from that of Request Management?

 

Please advise and justify if possible.
