Hi @Stephen Marks , there is a record producer it seem which might be inactive in instance i tried in pdi but its not available so in your instance you can check the record producer with same name as Create Agile group and sys id is "6269e2950b332200a6acc93563673a00"
/sc_cat_item_producer.do?sys_id=6269e2950b332200a6acc93563673a00 if this is inactive make active and check and also you should have scrum_master or scrum_admin role to access this please check user criteria.
Please check and Mark Helpful and Correct if it really helps you.

Hello Swathi,
I appreciate the input. It did turn out to be that the record producer was in fact missing. I was able to get servicenow support to provide the oob record producer and my issue appears to be addressed.
thank you

Hi @Ralton Stewart ,
1) please check whether user has valid roles or not
2) Also check whether those users satisfy the user criteria applied for the record producer which is used to create the case
Also sharing few links for reference
Service portal error "You are either not authorized or record is not valid."
SC Catalog Item giving You are not authorized or record is not valid
If I could help you with your Query then, please hit the Thumb Icon and mark it as Correct !!
Thanks & Regards,

Hey there @Ralton Stewart
#So make sure that your user account has the necessary permissions to create Agile Groups. Even though you've elevated your role to Security Admin, it's possible that specific permissions related to Agile Groups are missing. Check your user roles and verify that you have the required roles such as "agile_scrum_admin" or "agile_admin.,
