Can ServiceNow display a global alert for logged in users with certain roles

We’re looking to display a global warning to logged-in users with specific roles when outbound email is down. Our initial idea was to use a Scheduled Job to scan the outbound email queue for messages that have been sitting for over 30 minutes. However, since Scheduled Jobs run server-side, they can't directly trigger client-side alerts. Given this limitation, does anyone have suggestions for alternative approaches to notify users in real time?

Greetings @yunfeiz . Have you looked into a Next Experience Banner Announcement? I'll include a link to the form below. This approach does allow you to be able to target your message by role. If you can work out the logic of how to routinely "check" the E-mail log for either aging or queueing messages, then you could automate a creation of one of these Banner Announcement records.
