Change Request UI Actions - All are showing instead of just the next state

Trying to return our Change Request process to current OOB and using a temp instance as guide since our instance is missing script includes, UI actions, etc for reasons unknown.

I exported/imported UI actions and the buttons do appear... however, only the next state button should appear, not all of them.

This is a NEW standard change for example and per the temp instance, I should only see SCHEDULE button, but I am seeing Implement, review and close also. I have double-checked the UI actions and they are identical. Why are all the UI Actions showing instead of just the 'next' one like it temp?

In the temp instance , is it oob. and only ui action you have migrated using xml to temp instance.

Or 

your temp instance is clone of your instance , and u r moving to oob by removing customization.

 

Check the backend workflow/flow for the issue you are facing.

We purchased a TEMP instance that is OOB, not a copy of our instance, precisely for this work to get CHG back to OOB. It is proving extremely difficult.

 

Now that I got the MODEL field to fill in, the flows are attaching. This appers to be a UI action issue, though I cannot tell you why its working as it does with showing me buttons I should not be seeing yet.

Check Given condition in ui action is valid . Script include function (if any) exists in the system

Also make sure Action Name of UI action is unique.
