Change task and Change request report

I created a report with the following criteria, yet no data is showing even though records exists matching the criteria.  Please let me know if I am missing something in the filtering that I am using. 

1. ctask Actual end date = Last 2 years AND Short Description is Post Implementation Review where:
2. Change Task-> Parent
   1. Close code is not Successful
      1. OR
   2. Type is Emergency
