Do users need any licenses to create incident tickets through record producers on a portal?

Can users without any role or any licenses associated or bought, create (Only Create) incident records through record producers that are hosted on portal pages?

we would like to allow a certain number of users to create (Only Create) incident records through record producers that are hosted on portal pages and wanted to confirm if this would require the purchase of any licenses for the same.

Hi @Navaneeth1 end users can submit incident via Portal, they are not counted as license

@Navaneeth1  , Basically We deploy Record producers to allow them to Raise Requests Instead Native UI and they doesn't require any Licenses 

but in order to Fulfil that INC Fulfiller needs ITIL License
