We are setting up new OLA, will it consider the 2024 Incident/Case record ? Or for the day we set up OLA, from that day the current data will be considered ?

By Default, the SLA/OLA definitions created will count from the moment you activate them and the conditions apply.
However, you could (if the target is to include 2024 tasks) activate the "retroactive start" and have it generate the OLA's based on historic data.
However, keep in mind that it could cause a ton of breaches at the time of activation - and also spawn a ton of notifications....
Configure SLA retroactive start and pause
