Exclude delegates from one catalog item

This thread is several years old and I can't find anything newer that might include newer tech.
I have one catalog item that requires an approval from a specific group of people (and is a separate group in ServiceNow). I need to exclude it from anyone assigned a delegate because it has to do with building access.
Is there a more straightforward way to do this than the 6 year old thread suggests?

Hi @Rachael7,
Although I have not implemented nor tested the functionality, the Granular Delegation capability may be able to help with your use case.
It allows conditional delegation, so you should able to exclude a catalog item with it.

I enabled the Granular Delegation plugin, but it's not really straightforward. Anyone else have luck configuring it?
