how can we send an email with a specific user name in the 'To' field for comments added notification

Hi,

When a new ticket is created for a particular account, we automatically assign an assignment group based on the selected account. After the ticket is created, we add a comment with a specific user name (e.g., Abul Tuter) using a business rule, stating, 'We are looking into your ticket...' My question is, how can we send an email with a specific user name in the 'To' field for comments added notification?
