There is a requirement to create UI action in the related list. Can someone guide how to achieve this?

Can you be more specific? What does this ui action need to do? Without knowing your requirement, the answer can only be: yes, you can create a ui action on a related list. 
But it is highly unlikely that someone just told you 'create a ui action on a related list' without any specifications of table, functionality, etc.

@Mark Manders The UI action needs to be created on the Contact Form and in the Contact Relationship related list .The requirement is to route to a custom form wherein we add bulk responsibilities.
