How to filter Service Offering based on subscribed by options in the incident form

I have a requirement to filter out the service offerings (incident form) that are subscribed to the logged-in user based on the subscription options available (Group, Location, Department, User, Company). So, a user should be only able to raise an incident against a subscribed service offering based on the provided subscription options. 

Has anyone worked on a similar scenario? Your support will be highly appreciated.
