How to get the on hold ticket start and end date for sc_req_item table

We have OOB metric for incident as  Incident State Duration. Using this I created report for incident records to get the on hold data. But how to get the on hold status data for sc_req_item table

There is no onhold condition in RITM table, you can try with pending state and see if that works.
