How can I send the notification to the person selected by the user in the catalog form for approval when the form is submitted using email notifications?

How to send an attachment in an email notification with all catalog item details filled by user on catalog form

Are you using workflow or flow for sending approval?

I am neither using workflow nor flow to send notifications.

I am using Email Notifications
