The field over form is ootb one i beleive so, if not try to get ootb field over form.
Also, try to check the workflow or flow attached to this catalog item and see if any script activity is placed which is changing value.
Also, have a look on BR or on submit client script written for catalog item which may set the value.
When catalog item is submitted from portal are you selecting requested for? Is there variable with type requested for?
