In what workflow sates can you retire a Knowledge article?

We have several different behaviors on our different environments.
In most, the Retire button shows up on a knowledge article in the Draft workflow.
In one, the button only display for articles in the "Published" Workflow.
I have not found ServiceNow documentation specifically defining when the "Retire" button should display.

Did you check in any fresh PDI?
Out of the box it should be shown only for Published KB articles
Check if some customizations are done on that OOTB UI Action.
