Inaccessible app scope

I have these update set problems but the scope that they need to move to is inaccessible so what should I do with these?

Hi @joshmorris,
First you should create a new update set in the correct scope and re-do the changes there, then move the records from the problematic update set to the new one and delete the old records.

Are you migrating update set which belongs to global scope or custom scope?

then check Restricted caller access records in your source instance are between which scope.
Are those between global and some other scope?
If yes then the other scope which is present in the Target scope should be present in your instance where you are migrating.
