Inaccessible app scope

I have these update set problems but the scope that they need to move to is inaccessible so what should I do with these?

Are you migrating update set which belongs to global scope or custom scope?

The update set is global

then check Restricted caller access records in your source instance are between which scope.

Are those between global and some other scope?

If yes then the other scope which is present in the Target scope should be present in your instance where you are migrating.

By "inaccessible," do you mean:

  1. You're unable to create an update set for that scope?
    or
  2. You're unable to change the scope of the update record?
