I have reservations regarding the assertion that the specified state is custom rather than out-of-the-box (OOB). I suggest utilizing a Personal Development Instance to compare your instance for better clarity. Furthermore, within the customer instance, please refer to the 'sys_choice' table to ascertain the creator of the state by examining the 'Created_by' and 'Created_Date' fields accordingly.
