Language Selector added to Portal not working

I have added the language selector to my portal page but it is not translating my text on my page.  All my languages are visible but not effecting the page text when you select the available languages.  I would prefer to have the text change based on the language choice of the user viewing the page, but that is not working either.  I have the language widget installed and added to my html.

Is the page translated? You don't share any screenshot or tell us what page you are looking at. Some things are translated by the system, when changing languages, but not everything.
