Please Select your issue message at start

In virtual agent I have tried many different things like creating very simple custom greeting setup topics, but I cannot get rid of the "Please Select your issue" message that pop up at the when a user first starts the virtual agent.  It shows up before my greeting with a bunch of irrelevant options.  

How do i make this go away.  How do i edit the options (the main option is about retirement - why would I want to show this as the first option )

Have you checked in VA chat configurations? It might be hardcoded for the portal
