Related list not displayed in tabbed form even after the tabbed form switch is true.

Related list on the change request form is not getting displayed in tabbed form even after the tabbed form switch is set to true and user preferences system is true and user is empty. Please let me know what needs to be done in this situation ?

Hello Swathi, 

Yes the property is set to true and organize forms and related lists into tabs is also true. please refer to this image. Also, the effect is only on change request form not on any other forms.

No UI16 and I have also tried to turn on next experience and do these changes but still no effect.
