Query in Virtual Agent and Microsoft Teams Integration, just need to confirm once we Authorize from Admin on "Request Based Chat" does it gave option to select people who want chat access or it get configure automatically to everyone?

No. Authorizing Request based chat does not give an option to select specific users.
When an admin click on Authorize for request based chat the permission is granted at a tenant or application level in Microsoft Azure AD. It only enables the integration at the Azure App Level.
