Software Entitlements and Installation - allocated not in use

I need to manually set Software as "in use" / "installed" that has been entitled to a user.
1. I've created the Software Model
2. Added the Software License to the Software Model.
3. Went to the Software License and entitled a number of users.
4. Run the Software Counter, and its shows the correct number of rights (100) 91 unallocated, and 9 allocated. BUT sets the 9 allocated software licenses to "Allocated not in use".
How do I manually make these in use/installed?
How do i set the Software Discovery Model?
We do not have SAM Pro, we have ITSM Pro.

So essentially if we dont have discovery there isn't a way to manually change them?
