Standard Change Proposal - Assignment group to show only Active groups

Hi ,

I want to show only active assignment groups while creating new standard change proposal. The form has main form section and two tabs "Proposal" and "Change Request Values". The assignment group is located under the tab Change Request Values. I tried dictionary override, but it did not work as it's a template. Please see below image for reference.

Since the fields in the Values field are pulled from the Change Request itself, I would have expected the reference qualifier would be the same as the one for that form, but I see that it is not. I did a search and found this post (https://www.servicenow.com/community/developer-forum/applying-reference-qualifiers-on-standard-chang...) that suggested creating a business rule. I'm not sure if someone has found a better way to do it, but that's at least one way to get it to work the way you want it to.
