Static Attachment to be send whenever record is created

Hi,

We have custom table. Whenever the record is created in the custom table. Email notification should along with the company policy PDF document. How to achieve this.

We don't want any link instead of that we need the file in the email notification. How to achieve this,

I remember that in the past it was possible to simply attach the file to the Notification record itself but that does not seem to work anymore.
