I am trying to update the Teams chat integration in our dev instance and cannot avoid this error. It doesnt seem possible to create a new application manifest.
We have tried deleting records and starting again, still the same error. This is preventing us from getting past the configure virtual agent stage.

That error is usually coming from the CI Admin Experience wizard itself, usually not from anything you did in the records.
Since the manifest creation is handled by platform code, manually deleting records won’t fully “reset” it.
Can you try:
Confirm the plugins com.glide.cs.chat and com.glide.cs.vamsteams are active, then do /cache.do → Clear cache.
Open the Teams integration page again, press F12 → Network, click Save/Update, and check the failed request response body for a more specific error (often a missing/invalid App ID, secret, or URL).
If available, use any “Reset / Reconfigure Teams integration” UI action instead of just deleting records.
If it still throws the same generic banner, open a HI ticket – this is a known kind of defect in the CI Admin Experience wizard and they may need to apply a fix or hotfix on the instance.
