'Time Worked' field does not seem right when an Service Improvement Request (SIR) tickets are closed

I have taken 'Time Worked' field which is of Task table field on the SIR table but when we close or cancelled the SIR ticket we see Time Worked field shown in image. I want to show it as original as before

if the state is closed or cancelled is the entire form getting readonly?
If yes then this must be due to ACL
if task is closed why would someone want that field to be editable and edit the time worked?
it should be readonly in that case.
