Is there a way for Virtual Agent to identify trends in incidents and notify users?
For example, if a user asks VA: Why is appX slow today?
... can VA determine if there's an issue with appX and advise the user?
Or will this require custom code?

In my opinion , to achieve this you should install the plugin ITSM NLU model and then train it to predict the specific outcomes. Once the model is well-trained, you can associate it with your Virtual Agent topics.
