Unable to turn on Public Access option under General for Virtual Agent settings.

I'm trying to enable virtual agent on our portal. Unauthenticated users are able to access the portal but as soon as they click on virtual agent it takes them to SSO page. When I disable Multiple Provider SSO, it then takes them to login page. All my topics have public role as well as GlideAMBProcessor ACL has public role.
I found Public Access option under General for Virtual Agent settings but it's disabled as shown in the screenshot. How do I enable public option so that unauthenticated users can access virtual agent?

You will need to Turn ON/ Enable the "Message Preview" then Public Access will be Turn ON/ Enabled automatically, see below, i just did it on my PDI:
