I am not getting your complete question but yeah there are two ways to provide access to someone
1) By adding them into a group and provide roles to the group
2) By adding role to the user profile
Typically, the ITIL role is necessary to view incidents, cases, and access dashboards. Initially, you can grant them the ITIL role, and based on specific restrictions or requirements, you can assign additional roles accordingly.

Hi Ralton,
Please mention what exactly you need to clarify?VP??
You can give them first basic roles like ITIL,any internal roles, then add a person in a specific grp member
