Virtual Agent & Teams integration not working for some users

We have set up the VA & Teams integration and this works for 3 users. Other users with the same Teams app permissions are getting :

The 3 that do work were setup a week or so ago as pilot users. The others were granted Teams permissions to see the app on Monday.

Is anyone aware of a permission / setting I am missing.
