What is the use of impact and urgency and risk assessment in change management? Impact and Urgency already covered within risk assessment questions, and how to use all of these 3 factors to decide on change priority?

I just checked on an OOB instance and the urgency field is there (inherited from 'task') but OOB not visible on the form.
