That's correct.
From an end users perspective when you use the virtual agent, you cannot copy paste an image in the chat text area.
Only if the topic has an option to add attachment, will you get the option to add an image.
However, if you look at it from the agent's point of view, where they accept the chat from the workspace, the copy paste feature is available to them to add an image.
This has been there since the inception of virtual agent.
It is an expected platform behavior.
However, you can raise a support case to check if there is anything in pipeline to have this feature enabled in future.
