Flow for catalog item is working only for flow creator but not for other user

I have created a flow for catalog item. It is getting triggered only for me and not for other users even not for other admins as well.

 

When I am trying to raise request by impersonating other users it is not triggering flow and there are no errors as well, but when I am raising request, it is getting triggered and creating tasks i.e. working as expected.

 

Please can someone suggest solution for this.

I have two questions. Is your flow Published? Also, is your flow set to Run as System User, or User who initiated the session?
