Flow context related link is not visible

The flow context related link on requested item is not visible to user even though I have given below roles. Is anything else is required to view the flow context? I can see it because I have admin role. 

flow_designer
flow_operator

itil
itil_admin

Please let me know if I'm missing anything else

Take a look at the UI Action record named Flow Context.  On the Requires role tab it will show the roles required for the related link to appear. 

Not sure why these three are present out of the box, but I've removed them on my instances.
