RPA (unattended robot) license needed when one process consists of three components

One of our customers currently implements the following process with three RPAs with Automation Anywhere:

 

RPA #1: Login to Okta
RPA #2: Operate something
RPA #3: Logout from Okta

 

Where, RPA #1 and #3 are standardized components that can be called from the other processes.

 

In this case, when we implement the same thing with ServiceNow, do we need three unattended RPAs in a license perspective? Or, can the logic implemented in RPA #1 and #3 be called from a single RPA somehow, which needs one unattended RPA license?
