Servicenow to Mulesoft On New / Updated Record

I have one requirement by using "On New / Updated Record" with table "incident" when the INC is created then take the record and updated into the other system.
I created the user and provide the SOAP and itil etc... but I am not receiving any records from the incident table when I created, can you please help me what and all steps do we need to do in ServiceNow side to make it work.

I appreciate you sharing the details.
I am particularly focused on the "On New Records" palette, rather than just the standard happy path scenarios. Even after going through all the videos, I couldn’t find any mention of role assignments or how records are automatically received using the "On New Records" palette.
My requirement is that whenever a new record is created in ServiceNow, I need to fetch it using the "On New Records" trigger. However, when I create an INC (Incident) in ServiceNow, it is not being picked up in MuleSoft.
Could you please guide me on the necessary configurations required on the ServiceNow side to make this work?
