IF, ELSE and LOOPS

I want to write a code in python that is completly on the IF, ELSE and LOOPS based, my goal is to implement on my store buy cart, when the user click on the CART, I want to show the message that is subscribe our newsletter, is this good to implement on the cart section, or any other place where I applied it, or I don't want to implement any third party tool.
