In problem form, How to make Assigned to field non-mandatory ?

While Clicking on the Assess button in problem form Assigned to field is getting mandatory. I want to make that as non-mandatory. How to do that ?

There is a data policy that is responsible to make this mandatory.

May I know why you want to make it non mandatory, it can hamper the problem process as well.
