Check if the App engine studio plugin is installed and up-to-date
If still not resolved release your PDI and get a new one

If you're using AES in a PDI, you cannot publish any app that has restrictions—this is a limitation of the PDI. So unfortunately, there's no way to publish such apps from a PDI. To publish the app, you must use the customer instance
