This scope is already taken by another application

After I clicked [Release Instance] to release my instance, I requested a new instance.

But I can't create any new Application in the new instance.

The error is:Unable to create this application. Go back to the create app experience and enter a different scope name. Details: Failed to create templated object, details: This scope is already taken by another application

Now the old instance has been released, I can't use sys_scope.list to clear old scope. And I have entered different combinations of names, but I am still getting the same error message. How to resolve the issue?

What make me confused is , the message clearly says this scope is already taken, but I searched sys_scope, there's no same scope in it.

I have the exact same problem with my PDI. I've released and reset my instances multiple times, and I'm unable to create new Applications despite there being no custom Apps present in my scope list. Would really love an actual fix.
