End Users not able to submit Standard changes from the Service Portal

Hello All,

 

I observed that end users (doesn't have any role) are not able to submit standard changes from the Service Portal however they are able to submit Normal and Emergency change if they are made available via record producers.

The standard changes are available in the catalog but when it's submitted there is a message that 'Record Not Found'.

 

I'd like to understand why only the standard changes are restricted to end users. Is there documentation from ServiceNow explains that?

Make sure Two step checkbox is not ticked in standard change properties as that would mean systems attempt to redirect user to the change form which end users doesn't have access to
