How To check SLA's configuration and conclude weather SLA is having correct configuration or not ?

Hello Everyone,
We have a Story for Checking SLA's and correcting them
actually all SLA's are created 2 years ago and I have no data related to those SLA"s
I means I don't have any story number or any data to know why these SLA"s are having different configurations or values in different fields 1- restroactive start 2-retroactive pause 3-set start to
for example :
1-There are 192 1st level SLA records with’ set start to’ as ‘empty ‘ and 5 records with ‘work_end’ and remaining 849 are sys_created_on SO I want to know why these values are selected for these records
2-There are 598 2nd level records with set start to - ’empty’ and ‘84’ with ‘work_end’ value(should it be empty in general?
3-There are 160 3rd level records with ‘set start to’ is ‘Empty’ and 17 ‘work_end’ 4 sys_created_on
can somebody guide how I shoud analyse this story and figure out which settings are correct and which settings should be continue ?
