How to enable New button visible for ITIL users to create new Request in Service Operation Workspace. Currently it is visible only to the Admin users

your ITIL users are not having CREATE Access on sc_request table
Ensure the Table.None CREATE ACL has itil role in it and they will start seeing the NEW button
