Business rule do not trigger when using IH-ETL

We created a business rule to clean up old relationship when a new relationship is created on a CI but when the relationship is created via the ETL process the business rule does not rule.  Is this an expected?

No this is not expected , you should check the Business rule is active, Please check once configuration.
